Moving to Arizona: What to Do After Your Car Arrives

Arizona treats people who move there and people who winter there very differently. Which group you land in decides whether you register at all. Here is what actually applies.

Arizona has no grace period. Once you become a resident, state law requires an Arizona driver license and registration immediately. Seven acts make you a resident, and staying seven months or more in a calendar year is one of them.

The Seven-Month Rule, and the Vehicle License Tax

Arizona's Driver License Manual is blunt: "State law requires that you obtain an Arizona driver license and registration immediately if any one of the following applies." The seven triggers: working in Arizona at anything but seasonal agricultural work, enrolling children at resident tuition, running a business with an Arizona office, holding a state license or paying resident tuition, operating vehicles commercially, staying seven months or more in a calendar year, and registering to vote.

A snowbird who winters in Scottsdale, stays under seven months, and trips none of the other six is not an Arizona resident. The out-of-state plates stay on. Out-of-state students carrying seven or more semester hours are not residents either.

Once you register, the Vehicle License Tax is the charge that surprises most new residents. The MVD bases it on "an assessed value of 60 percent of the manufacturer's base retail price reduced by 16.25 percent for each year since the vehicle was first registered in Arizona," then charges $2.80 per $100 of assessed value new and $2.89 used. Title is $4, registration $8, the air quality research fee $1.50. Use tax attaches to a purchase, not a move, so ask the Department of Revenue only if you bought the car in the last year.

Emissions Testing, and the Safety Inspection Arizona Does Not Have

Emissions testing applies in the Phoenix and Tucson metro areas only, including drivers who commute in. The rule: "When moving into the area, your vehicle must be emissions inspected before registration, unless it is exempt from testing." Cars five years old or newer, cars from 1966 and earlier, and electric vehicles are exempt. Hybrids are not. The on-board diagnostic test that most cars take costs $16.15, and a failed car gets a free retest within 60 days.

Arizona's out-of-state checklist has no line for a safety inspection. Its inspection page covers only Level I, II, and III VIN and salvage checks. A Level I is a VIN-to-documents check for title-only requests, bonded titles, and "some out of state/country vehicles without proof of title and/or registration." A car with a clean out-of-state title does not normally need one.

Insurance and Your Arizona License

Arizona requires liability coverage of at least $25,000 per person, $50,000 per accident, and $15,000 for property damage, carried "through a company that is authorized to do business in Arizona." Your out-of-state policy has to be rewritten as an Arizona policy at an Arizona address first.

The license runs on the same clock. If any one of the seven acts applies, Arizona wants it immediately, so book the license and the registration into one MVD visit.
