Orders usually come 30 to 60 days out. You must title and register the vehicle within 60 days of moving to Maryland. Miss the window and you lose the credit for the tax you paid in New York.

The Excise Tax Has a New York Credit, If You Are Quick

Maryland charges a 6.5 percent excise tax on the car's clean retail value at titling. The rate rose from 6 percent in July 2025. Inside the 60 days, a car 6 model years or newer pays only the difference between 6.5 percent and the old state's rate. The MVA lists New York at 4 percent, so a New York car pays 2.5 percent of its value. A car 7 model years or older pays a flat $41.60.

Safety Inspection First, Emissions Test Later

You must have a valid Maryland Safety Inspection Certificate to title and register the car. Any of the roughly 1,600 Maryland State Police licensed stations can do it, and the station sets the fee. The certificate is good for 90 days, and it is a one-time test. If you need to drive first, the MVA issues a 30-day temporary registration.

In Baltimore City and 13 counties, the VEIP emissions notice arrives three to four months after you register, then every two years, at $30. The counties are Anne Arundel, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, Queen Anne's, and Washington. Electric vehicles and cars from 1995 and older are exempt. Hybrids are tested.

Insurance and License

Maryland requires at least $30,000 per person, $60,000 per accident, and $15,000 for property damage, from an insurer licensed in Maryland, so switch your New York policy before the MVA visit. The driver license runs on the same clock: 60 days from the move.
