Moving to North Carolina from New York: What to Do After Your Car Arrives

County vehicle property tax is collected with the registration, or a Limited Registration Plate defers it 60 days.

Register First, Inspect Before the First Renewal

North Carolina still requires an annual safety inspection in 2026, but new residents can register without one and inspect before the first renewal. It costs $13.60, or $30 with emissions. No VIN verification is needed on an ordinary out-of-state title.

Emissions testing applies in 19 counties, including Mecklenburg, Wake, Durham, Guilford, Forsyth, Cumberland, Buncombe, and New Hanover. The three newest model years under 70,000 miles, cars 20 years or older, diesels, and battery EVs are exempt. State law ends the program in all 19 counties once EPA gives final approval. The safety inspection stays.

Insurance and License

North Carolina requires at least $50,000 per person, $100,000 per accident, and $50,000 for property damage on policies issued or renewed after July 1, 2025. The insurer has to be licensed in North Carolina, and out-of-state policies are not accepted, so switch before the DMV visit. You also need a North Carolina driver license within 60 days. Get it first, because the title counter asks for it.

Bring the New York title, form MVR-1, proof of North Carolina insurance, and your North Carolina license or temporary driving certificate. Title is $66.75 and the plate $46.25, or $53.75 in Wake, Durham, and Orange counties. Check current fees with the North Carolina DMV before you go.
