Moving to Virginia from New York: What to Do After Your Car Arrives
Two things catch New Yorkers off guard: Virginia wants its own safety inspection before you drive, with no grace period, and your city or county bills a car tax every year.
New Virginia residents have 30 days from the move to title and register the vehicle. Active-duty members stationed in Virginia can keep their out-of-state plates if they are the sole owner.
The State Tax Is Waived, the Local Car Tax Is Not
Virginia charges a 4.15 percent sales and use tax at titling. It is waived on a car already titled or registered in your name in another state. If you bought the car within the last 12 months, you must show proof that sales tax was paid elsewhere.
Then there is the local car tax. Cities and counties charge an annual personal property tax on vehicles garaged there. Property taxes are administered by localities, not the DMV. Some localities also require a local decal within 30 days, and unpaid car tax can put a stop on your DMV record.
An Annual Safety Inspection, and Emissions in Northern Virginia
Your vehicle must pass an annual safety inspection and display a valid safety inspection sticker before it can be operated in Virginia. There is no grace period for new residents, and the New York sticker does not carry over. The inspection costs $20. There is no VIN verification step for an ordinary out-of-state title.
Northern Virginia adds an emissions test in Arlington, Fairfax, Loudoun, Prince William, and Stafford counties and the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. The DMV will not register the car there until it passes. It is good for two years and costs $30 at most. A current out-of-state emissions certificate from the last 12 months lets a first-time registrant skip it, and electric vehicles are exempt.
Insurance and License
Virginia requires at least $50,000 per person, $100,000 per accident, and $25,000 for property damage on policies effective on or after January 1, 2025. Your insurance carrier must be authorized to conduct business in Virginia. You also need a Virginia driver license within 60 days of moving.
Bring the New York title, proof of Virginia insurance, and proof of your Virginia address. Title is $15 and registration is $30.75 a year for a car of 4,000 pounds or less. Check current fees with the Virginia DMV before you go.
