Moving to Minnesota from New York: What to Do After Your Car Arrives

Most people shipping this lane are relocating. Minnesota puts you on a clock, and the tax rule surprises almost everyone.

New Minnesota residents have 60 days to register a passenger vehicle, and in most cases owe no Minnesota motor vehicle sales tax at all.

You Probably Owe No Minnesota Sales Tax

Minnesota's motor vehicle sales tax is 6.875 percent, but the Department of Revenue exempts a car you already owned: "If you bought and titled your vehicle under your name for at least 60 days in the other state, tax is not due when you register the vehicle in Minnesota." Owned it longer than that in New York? Nothing is due. Bought it inside the last 60 days? Tax applies, with credit for tax paid elsewhere.

You may read that Minnesota charges a flat $10 tax on a car registered in another state. That is wrong, and it circulates widely. The $10 in-lieu tax applies to vehicles 10 model years or older worth under $3,000. The separate $10 transfer tax is, in Driver and Vehicle Services' words, "Not due" when the car is registered "In the owner's name listed on the out-of-state title or registration card."

No Inspection, No Emissions Test, No VIN Line

Minnesota puts a new resident's car through nothing. There is no safety inspection on the Driver and Vehicle Services requirement list, and the only DVS inspection program removes a salvage brand from a title.

Emissions are the same. The Minnesota Pollution Control Agency states that "Minnesota has no statewide inspection program." A VIN verification is not on the DVS document list either. DVS asks for the out-of-state title, or an acceptable ownership alternative when a lender holds it.

No-Fault Insurance and Your License

Minnesota is a no-fault state. The Minnesota No-Fault Act requires motor vehicle owners to maintain no fault insurance. DVS publishes no dollar limits and points drivers to the Department of Commerce, so ask a Minnesota agent what to carry.

The license runs on the same clock: DVS gives you 60 days after becoming a Minnesota resident to apply for a Minnesota driver's license or permit.

Bring the New York title or the lienholder information, proof of Minnesota no-fault insurance, and your license. Fees: $8.25 title, $12 filing, a $2.25 technology surcharge, $15.50 plates. The annual registration tax is set by the vehicle's base value and age, with a $35 minimum for vehicles 10 years and older. Electric vehicles add $150, plug-in hybrids $75.
