Moving to Ohio from New York: What to Do After Your Car Arrives
Ohio puts a 30-day clock on a new resident's paperwork. Two things surprise New Yorkers: an $8 VIN inspection before the title office will touch a New York title, and a six-month sales tax rule. Columbus, Cincinnati, and Toledo have no emissions test.
New Ohio residents have 30 days to transfer their driver license, title, and registration after they take a job, sign a lease, buy a home, or enroll children in school, which is how the BMV defines residency.
The Sales Tax Question Has a Six-Month Answer
If you bought the car at least six months before moving to Ohio, no Ohio sales tax is due. Tell the title office to use exemption code CV. Under six months, Ohio sales tax is due, with a credit for the tax you paid to New York.
The $8 VIN Inspection and E-Check
To convert a New York title, Ohio requires an out-of-state VIN inspection: $8 at any deputy registrar, a participating Clerk of Courts title office, or an Ohio dealer. Drive the car there and take the form to the title office. There is no safety inspection on any BMV list. The Highway Patrol inspects only salvage and self-assembled vehicles.
E-Check, the emissions test, applies in seven counties only: Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit, which is Cleveland and Akron. Gas and diesel cars 6 to 25 years old test every two years, and the BMV will not register the car there without a passing certificate. A car still on New York plates needs an $18 test voucher, refunded after Ohio registration. Electric and plug-in hybrids are exempt.
Insurance and License
Ohio requires liability coverage of at least $25,000 per injured person, $50,000 per accident, and $25,000 for property damage. Switch to an Ohio policy before the title office visit. Your driver license is on the same 30-day clock. An unexpired New York license gets a vision screening and no road test.
Bring the New York title, the VIN inspection form from the deputy registrar, and proof of Ohio insurance. The title is $18, or $23 in some counties. Registration is $36 plus an $8 deputy registrar fee and a local permissive tax of up to $30. Hybrids add $100 a year, plug-in hybrids $150, electrics $200. Check current numbers with the Ohio BMV before you go.
