Downstate pickups run I-80 across Pennsylvania, Ohio, and Indiana into Joliet and the Chicago suburbs, with I-294 and I-355 for the ring. Upstate pickups from Buffalo, Rochester, and Syracuse stay on I-90 the whole way: Cleveland, Toledo, the Indiana Toll Road, and the Chicago Skyway. Rockford is I-90 northwest of Chicago. Timing Your Shipment Around PCS Orders
Most service members get 30 to 60 days between orders and report date. Plan on 1 to 3 days to pickup and 2 to 3 on the road, and book two weeks out. Air Force, Guard, and Reserve moves run Hancock Field, Stewart, and Niagara Falls ARS to Scott, the 182nd at Peoria, and the 126th. Army moves run Fort Drum and Watervliet Arsenal to Rock Island.
Great Lakes is the Navy's only boot camp, and recruits do not bring cars. The lane serves the instructors and staff posted there. PCS season runs May through August, when trucks fill fast on every base-to-base lane.
Military Discount and Who Qualifies
Active duty, reservists, National Guard, and veterans all qualify for a military rate. Mention your status on the quote form or when you call. Bring your CAC, military ID, or DD-214 at pickup. Spouses moving on PCS orders qualify at the same rate.
Moving to Illinois from New York: What to Do After Your Car Arrives
A New Yorker who reads the wrong guide expects a tax bill. Illinois does not send one on a car you already own. It does charge $316 for the title and plates, on a 30-day clock.
New Illinois residents have 30 days to apply for an Illinois title and registration after establishing residence, as long as the car is properly registered in another state. The license window is 90 days.
The RUT-50 Form Is Due, but the Tax Usually Is Not
Illinois charges a vehicle use tax on cars brought into the state, filed on Form RUT-50 within 30 days. A new resident who used the car outside Illinois for at least three months is exempt.
You still file the RUT-50, marked exempt, and surrender the New York title or registration with it. If you bought the car less than three months before the move, the tax applies, with credit for tax paid in New York.
No Safety Inspection, and Emissions Only Around Chicago and the Metro East
Illinois has no safety inspection for passenger cars. The state's list covers trucks over 8,000 pounds, buses, tow trucks, and limousines. The new-resident checklist has no line for a VIN verification either.
Emissions testing applies in Cook, DuPage, and Lake counties and parts of Kane, Kendall, McHenry, Will, Madison, Monroe, and St. Clair. It covers gasoline cars from 1996 on, first at four years old and then every two years with the plate renewal. Electric and diesel vehicles are exempt. A car still in compliance with another state's program is exempt until it is registered in the test area. Downstate, outside the Metro East, there is no test.
Insurance and License
Illinois requires at least $25,000 for injury or death of one person, $50,000 for more than one, and $20,000 for property damage. Uninsured motorist coverage is included automatically. Proof of an Illinois policy is on the checklist, so switch before you apply. Your New York license stays valid for 90 days.
Bring the New York title, proof of insurance, the online transaction printout, and the RUT-50. A standard car costs $316: $165 for the title plus $151 for the plates. Check current fees with the Illinois Secretary of State.
