Many people shipping into Hawaii are relocating or reporting to a post. Hawaii gives you 30 days from the car's arrival to get an out-of-state permit or Hawaii plates, and the first stop is a safety inspection station. Here is what actually applies.
Within 30 days of your car's arrival, Hawaii requires an out-of-state permit or a Hawaii registration from the county where you drive it. Start at a safety inspection station with a Hawaii insurance card. Then take the inspection form, your out-of-state registration and title, and the bill of lading or shipping receipt to the county. Hawaii has no emissions test.
Permit or Hawaii Plates, Inside 30 Days
Take the car to an official safety inspection station first. If everything else passes, it fails only on registration, which is expected. Bring that inspection form to your county with your out-of-state registration and your title or your lender's details. Add the bill of lading or shipping receipt that shows the VIN and the arrival date. Then return to the station within 30 days for the sticker.
You have two choices at the county. An out-of-state permit lets you keep your home plates until that registration runs out, for no more than a year, and costs $5. Or you can switch to a county registration and Hawaii plates, which go on the front and the back. When a permit runs out, you register with your county, unless you are a service member. Active duty members who keep legal residence in another state may register there and pay no Hawaii weight tax with Form CS-L (MVR) 50. At a first Hawaii registration, the county may have the car weighed if the maker's weight is not on file.
Use Tax on a Car Bought Elsewhere
Hawaii's use tax is 4.5 percent of a car's landed value, meaning its price plus shipping and related costs. A private car you bought and used in your old state, while you lived there, owes no use tax. A car bought less than three months before it ships is presumed bought for Hawaii, and the tax applies unless you clearly prove otherwise. The three months do not count shipping or storage time. Sales tax you paid to another state counts as a credit.
For a current, previous, or next year model bought outside Hawaii, the county asks for Form G-27 from the Department of Taxation, showing the tax was paid or that none is due. Nonresident active duty members who already paid sales or use tax at home skip the form.
Safety Inspection Every Year, No Emissions Test
Every car on Hawaii's roads needs a safety inspection at least once a year, and you need a Hawaii insurance card to pass it. A new car's first inspection is good for two years.
Hawaii has no emissions test. The EPA's list of state and local testing programs, updated September 18, 2026, does not include Hawaii.
Insurance and License
Hawaii doubled its liability minimums on January 1, 2026, to $40,000 per person and $80,000 per accident for bodily injury and $20,000 for property damage, for new and renewed policies. Personal injury protection of at least $10,000 is still required. Ask your insurer for a Hawaii insurance card before the car lands, since the inspection station asks for it.
Hawaii's Driver's Manual lists a valid license from another state among those that exempt you from a Hawaii license, and it names no deadline to switch. When you do switch, a valid license transfers on a vision test. An expired one means the written and road tests.
On Oahu, the City and County of Honolulu gives an example: a 3,320 pound car costs $367 a year to register, built from a $46 state fee, a $20 county fee, the state and county weight taxes, a $10 beautification fee, and 50 cents for the emblem. New plates add $5, and electric cars add $50 a year. Steps vary a little by county, so check with the City and County of Honolulu, the County of Maui, the County of Hawaii, or the County of Kauai before you go.

Hurricane Season, June to November
The peak is August and September. When heavy weather nears, each harbor master can order ships out of port. The state DOT posted harbor notices for Hurricane Nolo on September 23, 2026.
Hurricane Lala, August 2026
On August 15, Lala passed within 50 miles of the Big Island's southern tip. The NWS logged 15 to 30 inches of rain in the Hilo, Puna, and Kau districts, and flooding destroyed or damaged roads and bridges near Highway 11. Closures reached the H-1 and Pali Highway on Oahu.
Hurricane Lowell, September 2026
On the night of September 7, Lowell passed just west of Niihau with 110 mph winds. The Central Pacific Hurricane Center had a hurricane warning up for Kauai County and a tropical storm warning for Oahu.
Flash Floods, Even Without Landfall
Flash flooding is common in Hawaii, and a storm hundreds of miles offshore can still cause it. On September 24, 2026, the Central Pacific Hurricane Center warned that Hurricane Nolo could bring catastrophic flash flooding to the Big Island.

How should I prepare my car for the ship?
Wash it inside and out, because the U.S. Department of Agriculture inspects cars for mud, plants, and seeds. Take out your personal items, since Matson and Pasha Hawaii both refuse personal belongings apart from a few items such as child car seats. Run the fuel down to a quarter tank or less, and leave a set of keys for the ignition, trunk, and any locked compartment.
What do I need to ship a car from Hawaii back to the mainland?
Hawaii law bars a shipper from taking a car out of the state unless you show the title and a current registration, or, if a lender holds the title, the lender's written consent. Matson asks for the current title and registration before drop-off, plus a letter from the lienholder if one is named. Pasha Hawaii asks for the registration and the title, a bill of sale, or a lien authorization letter.
