If you bought the car within the last 12 months, you must show proof that the tax was paid elsewhere.

Then there is the local car tax. Cities and counties charge an annual personal property tax on vehicles garaged there, and the DMV does not collect it. Some localities also require a local sticker or decal within 30 days of moving there, sold by the Commissioner of the Revenue, Treasurer, or Director of Finance.

An Annual Safety Inspection, and Emissions in Northern Virginia

Your vehicle must pass an annual safety inspection and display a valid Virginia sticker before it can be operated in Virginia. There is no grace period for new residents, and a sticker from your old state does not carry over. The inspection costs $20. There is no VIN verification step for an ordinary out-of-state title.

Northern Virginia adds an emissions test in Arlington, Fairfax, Loudoun, Prince William, and Stafford counties and the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. Get it before you apply for registration. It is good for two years and costs $30 at most. A current out-of-state emissions certificate from the last 12 months lets a first-time registrant skip it. Electric vehicles, motorcycles, and vehicles more than 25 years old are exempt.

Insurance and License

Virginia requires at least $50,000 per person, $100,000 per accident, and $25,000 for property damage on policies effective on or after January 1, 2025. Your insurance carrier must be authorized to conduct business in Virginia, so switch the policy before you go to the DMV. The Virginia driver license is due within 60 days of the move.

Bring the out-of-state title, proof of Virginia insurance, and proof of your Virginia address. Title is $15 and registration is $30.75 a year for a car of 4,000 pounds or less, $35.75 from 4,001 to 6,500 pounds. Cars rated 25 MPG or better and electric vehicles also pay a Highway Use Fee.
