PCS season runs May through August, and Clarksville trucks fill first because Fort Campbell is the biggest installation on the lane. Fort Drum sends the most cars south, West Point graduates follow in June, and Air Force and Guard moves out of Hancock Field and Stewart land at McGhee Tyson and Berry Field. Moving to Tennessee from New York: What to Do After Your Car Arrives
Most people on this lane are relocating. Tennessee asks less of a new resident than almost any state, and two steps a New Yorker braces for are not there.
The Department of Revenue says a person who moves to Tennessee from another state should register their vehicle within 30 days of the move. Out-of-state students are the named exception. The driver license runs on the same clock.
You Owe No Tennessee Use Tax on the Car You Brought With You
Revenue's County Clerk Sales and Use Tax Manual says a person relocating to Tennessee in a bona fide change of residence from another state or another country can import his or her personal motor vehicle into Tennessee without paying Tennessee use tax.
That is the car you just shipped down. If any tax does come due, the state gives credit for tax paid elsewhere, so keep the New York registration and the original sales tax receipt.
No Safety Inspection, and the Emissions Program Was Eliminated
There is no annual safety inspection line on any Revenue titling or registration checklist. Nothing to schedule, nothing to buy, no sticker.
Emissions went the same way. Public Chapter 953 eliminated the state's vehicle inspection and maintenance program in 2018, effective 120 days after EPA approved the state plan revision. That approval came January 19, 2021, and the Air Pollution Control Board packets track the wind-down and the end of the inspection fees. TDEC has since taken its vehicle inspection pages down. Treat any moving checklist that still budgets for a Tennessee emissions test as out of date.
There is no VIN verification on the new-resident document list either.
Insurance and License
Tennessee requires liability coverage of at least $25,000 per person, $50,000 per accident, and $25,000 for property damage. Your New York policy has to be rewritten at a Tennessee address before you see the clerk.
The Department of Safety is blunt about the license: new residents or those returning to Tennessee who currently hold a driver license from another state must obtain a Tennessee Driver License no later than thirty days after establishing residency.
Bring your ID, proof of your Tennessee address, the New York registration, and the title or your lienholder's details. Title is $5.50 to the state plus $8.50 to the county clerk, and a standard passenger plate is $26.50 plus county fees. Electric vehicles add $200 a year now and $274 from January 1, 2027.
