Moving to Tennessee: What to Do After Your Car Arrives

Most people shipping into Tennessee are relocating. Tennessee asks less of a new resident than most states. There is no use tax on the car you bring with you, no safety inspection, and the state's emissions testing program has ended. Here is what actually applies.

The Department of Revenue says a person who moves to Tennessee from another state should register their vehicle within 30 days of the move. Students from other states who attend school here are the named exception. Your driver license runs on the same 30-day clock.

No Tennessee Use Tax on the Car You Bring

The Department of Revenue's county clerk manual says a person relocating to Tennessee in a bona fide change of residence can bring a personal motor vehicle in without paying Tennessee use tax. That covers the car you ship. If any tax does come due, Tennessee gives credit for sales or use tax you paid to another state, with proof. Keep your old registration and the sales tax receipt.

One catch: a Tennessee resident coming home after military duty or school out of state does not count as moving in.

No Safety Inspection, and the Emissions Program Has Ended

No Revenue titling or registration checklist has a line for a safety inspection, and the new-resident document list has no VIN check.

A 2018 state law, Public Chapter 953, ended the state's vehicle inspection and maintenance program 120 days after the EPA approved taking it out of the state's air plan. That approval covered Davidson, Rutherford, Sumner, Williamson, and Wilson counties and Hamilton County, and it took effect September 16, 2021. Treat any moving checklist that still budgets for a Tennessee emissions test as out of date.

Insurance and License

Tennessee requires liability coverage of at least $25,000 for each injury or death, $50,000 for total injuries or deaths per accident, and $25,000 for property damage. Move your policy to your Tennessee address before you see the county clerk. From July 1, 2027, through June 30, 2029, a new state law also asks for proof of insurance at a car's first Tennessee registration.

The Department of Safety says new residents who hold a license from another state must get a Tennessee license no later than 30 days after establishing residency. Every new resident takes a vision screening at a full-service Driver Services Center and surrenders the old license.

Bring your ID, proof of your Tennessee address, your out-of-state registration, and the title or your lienholder's name and address. Title is $5.50 to the state plus $8.50 to the county clerk, and a standard passenger registration is $26.50 plus county fees. Electric vehicles add $200 a year, rising to $274 for renewals from January 1, 2027. Hybrids add $100. From January 1, 2027, a first registration also needs proof of U.S. citizenship or lawful presence. Check current numbers with the Tennessee Department of Revenue before you go.
