Moving to Utah: What to Do After Your Car Arrives

Most people shipping into Utah are relocating or reporting to Hill Air Force Base, Dugway, or Tooele. Utah gives you 60 days, and five counties add an emissions test. Here is what actually applies.

New Utah residents have 60 days to title and register their vehicles in Utah. No Utah sales tax is due on a car you bought and paid tax on in another state while you lived there. Bring the out-of-state title or registration, a VIN inspection, and an emissions certificate if you live in Salt Lake, Davis, Utah, Weber, or Cache County.

No Sales Tax on a Car You Already Own

Utah charges sales tax on a vehicle's purchase price. Bought the car while living in another state, and paid that state's tax? Then Utah charges no tax on the purchase when you bring it here. A valid, non-temporary registration card is the proof. If you were already a Utah resident when you bought it out of state, the tax you paid there counts as a credit.

In place of property tax, Utah charges a uniform age-based fee each time you register. For a car, light truck, SUV, or van, the 2026 fee is $150 for model years 2024 to 2026. It drops to $10 for model year 2014 and older.

VIN Inspection, Safety, and Emissions

Every vehicle titled in Utah for the first time needs a VIN inspection on Form TC-661. A DMV employee, a peace officer, a licensed dealer, or a certified safety inspector can do it. The DMV does it at no extra charge. A signed safety or emissions inspection also counts for cars, trucks, and motorcycles.

Utah dropped the safety inspection for most vehicles on January 1, 2018. It still applies to rebuilt salvage titles, first-time street legal ATVs, commercial vehicles, and three-axle motor homes.

Emissions testing applies only in Salt Lake, Davis, Utah, Weber, and Cache counties, and it comes before you register. Under the DMV's 2026 tables for the first four, models from 2025 and 2026 skip the test. Models from 2021 to 2024 test every other year, and models from 1996 to 2020 test every year. Cache County tests only cars six years and older, every other year. Electric vehicles are exempt in all five.

Insurance and License

Utah requires liability coverage of at least $30,000 per person and $65,000 per accident for bodily injury. Property damage coverage must be at least $25,000, or you can carry a $90,000 single limit. Those minimums apply to policies issued or renewed since January 1, 2025. Before that, the floors were $25,000 per person and $15,000 for property damage. Your policy must also include no-fault personal injury protection of at least $3,000 per person.

Every Utah resident who drives must hold a valid Utah driver license, so apply soon after you move. Bring proof of identity, Social Security number, and Utah address, plus your old license, which you surrender. Expect a 25-question open-book test, and a driving test may be required. The adult fee is $52.

Take the out-of-state title (or the registration, if a lender holds the title), Form TC-656, the VIN and emissions certificates, and your ID to a DMV office. The title fee is $6. Registration and county fees vary, so the DMV fee estimator gives the real total. Active duty members stationed here whose legal home is another state may keep their home-state registration.
