Bring the car to the county DMV office, where an employee inspects the VIN. A car you owned at least 90 days before the move owes no Idaho use tax. Idaho's steps for a new resident list no safety inspection, and the Treasure Valley emissions test ended in 2023.
No Use Tax on a Car You Owned Before the Move
Idaho charges a 6 percent use tax on a car brought into the state for use here. A new resident who owned the car at least 90 days before moving owes none. You claim the exemption on Form ST-102 when you title or register the car. Bought it less than 90 days before the move? Idaho presumes you bought it for use here, and you owe tax on its value when it entered the state.
Sales or use tax you paid to another state may count as a credit, and a title or registration from that state is enough proof the tax was charged. The exemption is only for new residents. It does not apply if you are moving back after a job, school, or other stay away, or if an Idaho resident is on the title.
VIN Check, No Safety Inspection, No Emissions Test
Bring the car with you to the county DMV office. A DMV employee inspects the VIN when you title and register it. A law officer, military police officer, or licensed Idaho dealer can also do the VIN inspection for a car coming from another state. Bring your current title and registration, and the lienholder's name and address if a lender holds the title.
Idaho's steps for a new resident list no safety inspection. Emissions testing is gone too. The Legislature repealed the requirement for the Treasure Valley test programs, effective July 1, 2023, and the EPA approved the removal in Ada County that year.
Insurance and License
Idaho requires liability coverage of at least $25,000 per person and $50,000 per accident for bodily injury, and $15,000 for property damage. Your insurer must be an admitted carrier in Idaho, so tell your company you moved. Idaho checks coverage electronically. Insurers must also include uninsured and underinsured motorist coverage unless you reject it in writing.
You have 30 days after moving here to get an Idaho driver's license, whether your old license has expired or not. Bring proof of U.S. citizenship or lawful presence, identity, Idaho residency, and name. If you never had an Idaho license, expect a knowledge test on Idaho traffic laws and signs, plus a vision screening. A standard Class D license costs $35 for four years, or $60 for eight years if you are 21 to 62.

PCS Season and Winter
PCS season runs May to August. Book 3 to 4 weeks out for a move to or from Mountain Home Air Force Base or Gowen Field. In winter, snow can close a mountain pass or a highway until the plows catch up, so build a day of slack into a December to March pickup.
