Moving to Massachusetts: What to Do After Your Car Arrives

Most people shipping into Massachusetts are moving, starting school, or reporting to a new post. Two things catch newcomers off guard: there is no grace period to register, and the RMV will not register the car until a licensed Massachusetts insurance agent stamps your application. Here is what actually applies.

Register the car as soon as you become a Massachusetts resident. The RMV says the law does not provide a grace period. Active duty members can keep their home state registration if the car was bought, titled, and registered in their home state.

The Sales Tax Can Be Waived, the Excise Cannot

Massachusetts charges a 6.25 percent sales or use tax on vehicles. You are exempt if, while you lived in another state, you bought the car and registered it there for more than 6 months. Claim the exemption on Form MVU-29.

Then there is the motor vehicle excise. Your city or town bills it every year, wherever the car is usually garaged, at $25 per $1,000 of the car's value.

An Inspection Sticker Within 7 Days

You must get a Massachusetts inspection sticker within 7 days of the registration date. Inspection is yearly and costs $35 for most vehicles. Model year 2012 and newer cars, trucks, and SUVs get the emissions test in the same visit. Older cars and electric vehicles skip the emissions test but still need the safety inspection. The RMV's checklist for out-of-state cars has no VIN verification step.

Insurance First, Then the License

Since July 1, 2025, the minimums are $25,000 per person and $50,000 per accident for bodily injury, $30,000 for property damage, $8,000 in personal injury protection, and $25,000 per person and $50,000 per accident in uninsured motorist coverage. Buy the policy from a licensed Massachusetts agent, who completes, stamps, and signs your Application for Registration and Title. Convert your out-of-state license when you become a resident. The conversion fee is $115.

Bring the out-of-state title or current registration, the stamped Application for Registration and Title, and Form MVU-29 if you claim the tax exemption. Title is $75 and a standard passenger plate is $60 for two years. Check current fees with the Massachusetts Registry of Motor Vehicles before you go.
