South Dakota gives you 90 days from the date you arrive to title and license your car. Both happen at the county treasurer's office where you live. Sales or excise tax you paid on the car in another state counts toward South Dakota's 4 percent motor vehicle excise tax, so you pay only any difference. The state's steps for a new resident list no safety inspection, and South Dakota has no emissions test.
Credit for Tax You Already Paid
South Dakota charges a 4 percent motor vehicle excise tax when a car is titled here, in place of sales tax. If you titled and licensed the car in another state and paid that state's tax, South Dakota gives you credit for it. If that tax was 4 percent or more, you owe nothing more. If it was lower, or your old state had no tax, you pay the difference to reach 4 percent.
Bring proof the tax was paid, such as a bill of sale, a receipt, or a dealer's affidavit. Without proof, the county treasurer charges 4 percent of the car's retail value on the day it entered the state. Your county may also charge a wheel tax when you register.
No Safety Inspection, No Emissions Test
The Department of Revenue's steps for a new resident list no safety inspection and no VIN check. You bring your out-of-state title and a signed title and registration application to the county treasurer. South Dakota is not on the EPA's list of state and local emissions testing programs, updated September 18, 2026.
Title the car without a South Dakota license or ID card, or without a physical South Dakota address, and the county adds a $100 fee. A post office box or mail forwarding address does not count. Get your South Dakota license first and use your home address, and the fee does not apply.
Insurance and License
South Dakota requires liability coverage of at least $25,000 per person and $50,000 per accident for bodily injury, and $25,000 for property damage. Every policy must also carry uninsured and underinsured motorist coverage at the same limits as its bodily injury coverage. Keep proof of insurance in the car.
With a valid license from another state, you must apply for a South Dakota driver license within 90 days of moving here, or 30 days if you hold a CDL. Visit a driver exam station in person with an identity document, a Social Security document, and proof of your South Dakota address. You turn in your old license, and a valid one transfers with no tests unless it carries a hazardous materials endorsement. The fee is $38, and the license is good for five years.
Take your out-of-state title, a signed Application for Motor Vehicle Title and Registration, and proof of tax paid to the county treasurer's office. The title fee is $10, plus $10 to record a lien and a $2 technology fee. Yearly registration for a passenger car is set by weight and age. A car of 2,001 to 4,000 pounds under 10 years old pays $72 for a full year, and an electric car adds $100 a year. Check current fees with the South Dakota Department of Revenue before you go.

West River Whiteouts
On December 25 to 26, 2023, gusts of 50 to 60 mph on the western plains, and 72 mph at the Rapid City airport, drove blizzard conditions. Much of I-90 closed for about 12 hours, and over a foot of snow fell in the northern Black Hills.

On September 10, 2019, three brief EF-2 tornadoes touched down inside Sioux Falls, and straight-line winds of 80 to 100 mph hit southeast South Dakota. A warning on the route holds a truck until the storm passes.
