Moving to Kansas: What to Do After Your Car Arrives

Most people shipping into Kansas are relocating or reporting to Fort Riley, Fort Leavenworth, or McConnell. Kansas gives you 90 days, but every car titled in another state needs a Highway Patrol VIN inspection first. Here is what actually applies.

Kansas requires a Kansas title and registration once your car has been in the state for 90 days, counting weekends away. Get a Kansas Highway Patrol VIN inspection first, then take your title, the inspection form, and proof of insurance to the county treasurer. Kansas has no safety or emissions test. In most cases, no Kansas use tax is due on a car you used in another state for six months or more.

Use Tax and Yearly Property Tax

Kansas charges compensating use tax on a car bought in another state, at the sales tax rate where you register it. The Department of Revenue says use tax may not be due when the car's first real use was outside Kansas, and it counts six months of use in your old state as enough. Moved sooner? Tax you paid to the other state counts, and you owe only the difference if the Kansas rate is higher.

Kansas also taxes cars as property. The county treasurer collects the tax when you register and again with each renewal. Active-duty service members whose home state is not Kansas can claim an exemption on Form TR-601, with their orders and a current LES.

VIN Inspection, No Safety or Emissions Test

Every car titled in another state needs a VIN inspection before Kansas will title it. Take the car and its title to a Kansas Highway Patrol inspection station or a designee, such as a sheriff's office, and you leave with a form called the MVE-1. The fee is $20. At a Highway Patrol station, the county treasurer collects it when you title the car.

Is a lender holding your title? The lender or leasing company faxes the front and back to the inspection station or the county treasurer, and you bring your current out-of-state registration. Kansas has no safety or emissions inspection program.

Insurance and License

Kansas requires liability coverage of at least $25,000 per person and $50,000 per accident for bodily injury, and $25,000 for property damage. The property damage minimum rose from $10,000 for policies issued or renewed on or after January 1, 2017. Every policy must also carry personal injury protection, Kansas no-fault coverage that includes at least $4,500 per person for medical bills, and uninsured motorist coverage of $25,000 per person and $50,000 per accident.

You have 90 days after establishing residency to trade your out-of-state license for a Kansas license. A valid license transfers with no testing. Bring proof of lawful presence, proof of your Social Security number, two proofs of your Kansas address, and your old license. A standard Class C license costs $26 for drivers 21 to 64.

Take the out-of-state title, the pink copy of the MVE-1, and proof of insurance to the county treasurer's motor vehicle office in the county where the car is kept. Fees: $10 for the title, plus yearly registration of $30 for a car of 4,500 pounds or less or $40 above that. Hybrids pay $70 a year, plug-in hybrids $100, and all-electric cars $165. The county adds its vehicle property tax. Check current fees with the Kansas Department of Revenue before you go.

PCS season runs May to August. Book 3 to 4 weeks out for a move to or from Fort Riley, Fort Leavenworth, McConnell, or a Guard base. In winter, a blizzard can close I-70 across western Kansas, so build a day of slack into a January or February pickup.
