Moving to Alabama: What to Do After Your Car Arrives
Most people shipping into Alabama are relocating or reporting to a new post. Alabama runs on a 30-day clock, and the yearly tax on your car is a property tax you pay with your plates. Here is what actually applies.
New Alabama residents have 30 days from the date the car enters the state to register it, as long as its out-of-state registration is still valid. Miss the window and a $15 penalty plus interest applies. Service members stationed here can keep the registration from their home of record.
Title First, Then Plates
Alabama issues plates only after you have an Alabama title or a title application. You apply through a designated agent: your county license plate office, a licensed Alabama dealer, or an Alabama bank or credit union. The title application fee is $15, plus a $1.50 agent commission, and some counties add local fees. Cars 35 model years old or newer need the title. An older car gets a registration only, and the licensing official inspects its VIN and ownership papers when it changes hands.
Your Yearly Car Tax Is a Property Tax
Alabama collects ad valorem tax, a property tax on the vehicle, at the same time as your registration fees, and it must be paid before the plates are issued. A personal car is assessed at 15 percent of its market value, then multiplied by the millage rate that applies. Battery electric cars also pay a $203 yearly registration fee and plug-in hybrids $103, set in July 2023 and rising $3 every fourth year.
No Emissions Test and No Safety Inspection
The Department of Revenue says Alabama law does not provide for emissions testing of motor vehicles. Its list of what you need before you register has no safety inspection on it either: the title, an Alabama insurance policy, and the fees.
Insurance and License
The car must be covered by an Alabama liability policy before you register it, written by an insurer licensed in Alabama. The minimum is $25,000 for injury or death of one person, $50,000 for all injuries or deaths in one accident, and $25,000 for property damage. The county office tries to confirm coverage through the state's online insurance system, so bring your Alabama insurance card.
You may drive on your old license for 30 days after becoming a resident. Transfer it at an ALEA driver license office with your out-of-state license, your Social Security card, and one document from ALEA's primary ID list. The fee is $5 to transfer plus $36.25 for the license, and there is no driving test if your old license has not been expired more than a year. Service members from other states and their families stationed here may keep driving on their home state licenses.

Hurricane season runs June 1 to November 30, with most activity from mid-August to mid-October. When a storm is in the Gulf, pickups and deliveries near Mobile and in Baldwin County are the first to move. Spring tornado lines can hold a truck for a few hours anywhere in the state.
