Moving to Connecticut: What to Do After Your Car Arrives

New Connecticut residents have 90 days after establishing residency to transfer their vehicle registration, and 90 days to transfer their driver's license. No sales tax is due on a car registered in your name in another state for at least 30 days before you moved. Before your DMV appointment, get an emissions test or a VIN verification, Connecticut insurance, and your original title.

No Sales Tax on a Car You Registered 30 Days

Connecticut's sales and use tax on a vehicle is 6.35 percent, or 7.75 percent on a vehicle over $50,000. New residents don't pay it if the car was registered in the same name in another state for at least 30 days before they moved here. Claim the exemption on Form H-13B with code 4. List the state you lived in when you bought the car, the purchase date, the date it was registered there, and the date it moved to Connecticut.

Registered it for less time? Bring the purchase invoice and tax receipt, and Connecticut credits the sales tax you paid in another state. You pay the difference if you paid less than the Connecticut rate. Your town also charges a local property tax on the car, billed by the town tax collector, and you cannot register a car while its property tax is delinquent.

Emissions Test or VIN Verification

Personal cars generally need no safety inspection in Connecticut. Before you register, visit an emissions test center for an emissions test or a VIN verification. Cars older than four model years take the emissions test, and newer or exempt cars get a VIN verification instead. Either one ends with a vehicle inspection report, which you bring to the DMV.

The emissions test costs $20, and a VIN verification at a test center costs $10. Cars in their first four model years, model year 2001 and older cars, full electric cars, and motorcycles are exempt from the test. A car four years old or newer pays a $40 emissions exemption fee at registration instead. Once a car is older than that, the test comes every two years.

Insurance and License

Connecticut requires liability coverage of at least $25,000 per person and $50,000 per accident for bodily injury, and $25,000 for property damage. You also need uninsured and underinsured motorist coverage of $25,000 per person and $50,000 per accident. The liability limits took effect January 1, 2018. Your insurer gives you a Connecticut insurance card, which you need to register and must keep in the car.

Transfer your out-of-state license within 90 days of establishing residency. It must be current, or expired no more than two years. Book an appointment, take a vision test, and pay an $84 license fee and a $40 application fee. Your new license arrives in the mail within 20 business days. Active-duty service members and their dependents do not have to switch.

Book an appointment at a DMV hub office or the Enfield branch, and bring the original title, Form H-13B, the vehicle inspection report, your Connecticut insurance card, and ID. If a lender holds your title, a photocopy of it gets you a six-month courtesy registration while the original is mailed in. Fees for a car: a $120 registration fee, a $25 title fee, a $5 plate fee, a $10 administrative fee, a $15 Clean Air Act fee, and the $24 Passport to the Parks fee.
