For most passenger cars, the SCDMV collects $305 at the first visit: the $250 fee, a $15 title fee, and $40 for the plate and registration. Registration renews every two years. Hybrids add $60 and electric vehicles add $120 to the registration fee. County property tax is separate.

County Property Tax Comes First

Call your county auditor's office with the VIN and give them your most recent registration card. The auditor sends a property tax bill. Pay it at the county treasurer, then bring the original paid receipt to the SCDMV. Register more than 45 days late and the penalty starts at $10, rising to $75 after 135 days.

No Inspection, No Emissions Test, No VIN Check

The SCDMV list for a car new to the state has no safety inspection, emissions test, or VIN check on it. Bring Form 400, the out-of-state title or registration, your ID, your insurance company, and the paid tax receipt. You leave with the registration. The new title comes by mail once your old title clears a national title check.

Insurance and License

South Carolina requires liability coverage of at least $25,000 per person and $50,000 per accident for injury, and $25,000 for property damage. You must also carry uninsured motorist coverage at the same limits. Those liability limits apply to policies issued or renewed since January 1, 2007. Your insurer must be licensed in South Carolina, so move your policy to your new address before you register.
